Facts: 2015 IBC section 1011.12-exception now allows a permeant access ladder with demonstrates  non-compliance will not be adverse to public safety, ect

It will be an excessive cost to tear out the as built 4'X4' roof hatch, enlarge the rough opening  in the wood truss roof, install a larger roof hatch, the alternating tread device and re-flash  the roof.

The cost to demolish and re-construct the roof hatch access is $20,000.00.
