Facts: Foundations as designed have been used historically in many other storage facilities without
adverse affect on the public.

Facts: Entire concrete slab sits on a layer of free draining granular fill. The design and uniform  loading
should allow more uniform displacement if heave occurs, resulting in less stress on the
