Conditions: A New 2-story and basement fire station that will house locker room, bunk room, bathing and  toilet rooms, apparatus bays 1st floor,  and other fire fighter related areas will not be provided with accessible elements per Chapter 11 IBC. These areas are illustrated on the drawing by  diagonal lines. 
DEMONSTRATION THAT PUBLIC HEALTH, SAFETY, AND WELFARE ARE PROTECTED:

2= Applicant will undertake alternative actions in lieu of compliance with the rule to  ensure that granting of the variance will not be adverse to public health, safety, or  welfare.  Explain why alternative actions would be adequate (be specific).
Facts: 1.Kitchen will be provided with all accessible elements required by Chapter 11 IBC
2.All other areas on 1st and 2nd floor not indicated by horizontal lines will be made  accessible. This includes dining, day room, administrative areas, toilet room, and training  room.
3.Accessible restrooms are available for staff and public on 1st floor. 
4.Emergency personal are required by state law to be physically able as emergency  responders. All employment positions available to the physically challenged and areas  accessed by the general public will be provided with fully accessible facilities as required. 
5. Variances have been approved for fire stations in the past for this issue as follows: 19-04- 69, 19-04-68, 19-04-20, 19-02-36, 18-06-19, 18-06-18, 17-09-14, 17-09-13, 17-06-15, 17-04- 54, 17-04-19, 16-07-63, 16-06-12, 15-07-56,  15-04-54, 15-04-34, 14-05-19, and others.

Imposition of the rule would result in an undue hardship (unusual difficulty)  because of physical limitations of the construction site or its utility services.
