public. Notification appliances with multiple visible elements

Facts: THE CODE AS PUBLISHED AND IS AMBIGUOS AS IT PERTAINS TO THE VISUAL PORION OF THE APPLIANCE (STROBE)
THE VISUAL PORION OF THE APPLIANCE IS NOT ACTIVATED FOR NON FIRE NOTIFICATION  EVENTS
THE AUDIBLE PORTION (SPEAKER)OF THE APPLIANCE IS THE ONLY PORTION OF THE  APPLIANCE ACTIVATED FOR NON FIRE EVENTS.
APPYING THE STANDARD OF VISUAL MARKINGS TO AN AUDIBLE APPLIANCE IS ABIGUOS IN  NATURE.
DEMONSTRATION OF UNDUE HARDSHIP OR HISTORICALLY SIGNIFICANT STRUCTURE:
Imposition of the rule would result in an undue hardship (unusual difficulty)  because of physical limitations of the construction site or its utility services.
