Conditions: An elementary special education program requiring occasional isolation of students to  protect them & staff from injury. Code requires free egress ¿w/o the use of a key or special  knowledge or effort¿. Applicant requesting use of a lockset the bolt of which is normally  retracted and, by operation of the outside lever, is moved into the strike. A staff member must  remain present at the door and operating the lever to maintain the bolt in the strike. Releasing the lever retracts the bolt and permits the door to freely open.

Facts: 1 ¿ The facility is fully sprinkled and equipped throughout with a monitored fire alarm system.
2 ¿ When staff release the lockset lever the latch bolt retracts and the door is free to operate.
3 ¿ The door swings out of the seclusion room, in the direction of egress.
4 ¿ This variance has been approved at six other BCSC facilities (Brown ES/13-11-34;  ALPHA/13-10-48; East MS/14-06-54; West MS/14-06-55; BHS/14-06-56; and Delaware Trail  ES/14-06-57)

Facts: Occasional isolation of students is necessary to protect the student, other students in the  class, and staff from physical injury. While the seclusion room function is occurring within an  E Occupancy the functional requirements associated with seclusion of students is more  similar to that of an I Occupancy. Without the ability to safely seclude a student, staff are left  either with placing a student in a physical hold (which is always the very last resort) or  holding a door closed with the staff member¿s body weight. While the latter is preferred over a physical hold, this option presents a significant risk of injury to the student if they are able to  ¿pop¿ the door open and their fingers or limbs then become pinched between the door and  frame. The requested variance permits staff to safely seclude a student without risking injury  to the student or the staff person.
