Section 1607.12 Roof Loads requires a roof to be designed to resist snow loads.
The Windsor Village Splash Pad project includes a manufactured seasonal shade structure  adjacent to the splash pad consisting of concrete footings, a steel structure, and fabric roof.
The fabric roof is not designed to support snow loads.

Facts: We have been advised by the City of Indianapolis, Department of Public Works that the fabric  roof shall be removed by its personnel if snow is expected.

Please see the attached variance request letter prepared by Williams Architects; City of  Indianapolis, Department of Public Works Email Correspondence; City of Indianapolis,  Department of Business & Neighborhood Services Notice of Review commenting that a  variance will be required for the shade structure as a Class 1 structure; Shade Structure Mfr.  Shop Drawings, Shade Structure Mfr. Calculations; and Windsor Village Splash Pad  Construction Documents prepared by Williams Architects.
DEMONSTRATION OF UNDUE HARDSHIP OR HISTORICALLY SIGNIFICANT STRUCTURE:
Imposition of the rule would result in an undue hardship (unusual difficulty)  because of physical limitations of the construction site or its utility services.

Facts: If the variance is not granted, the City of Indianapolis will not be able to provide a pre- fabricated seasonal fabric shade structure at the Windsor Village Splash Pad.  As a result,  the City will need to evaluate their options.  Options include providing a custom shade  structure with a fixed roof designed for snow loads, which would be more expensive than a  seasonal fabric shade structure, or not providing any type of shade structure at all.
