Conditions: An existing (1985c) High School's basketball bleachers, football grandstands, and baseball  grandstands without intermediate handrails are having new intermediate handrails installed.   The existing aisle widths are 42".  Installing the new handrail will reduce the width from the  handrail to the seating on each side to 20 1/4".  Code requires the minimum width of an aisle  to be 23" minimum between the handrail or guard and seating, where the aisle is subdivided  by a handrail.

2= Applicant will undertake alternative actions in lieu of compliance with the rule to  ensure that granting of the variance will not be adverse to public health, safety, or  welfare.  Explain why alternative actions would be adequate (be specific).
Facts: 1.  Addition of center handrail will significantly increase overall occupant safety.
2.  The benefits of installing these new handrail far out weights the reduced width of 1 1/2" and not meeting the minimum width.  Benefits include: increased speed of occupant egress by  having two distinct paths, providing stability to increase egress, safety from falls, and ease of  movement for all occupants going up and egressing via the aisle stairs.
3.  At shoulder height there is no reduction of width.
4. At least one variance on similar this issue has have been approved. IMS Project 100 (15- 05-59 (a)
DEMONSTRATION OF UNDUE HARDSHIP OR HISTORICALLY SIGNIFICANT STRUCTURE:
Imposition of the rule would result in an undue hardship (unusual difficulty)  because of physical limitations of the construction site or its utility services.

Facts: The owner's undue hardship involves the cost of widening the existing aisle conditions to  accommodate the minimum width caused by the new installation of intermediate handrails.   The installation of handrails will greatly improve occupant overall safety.  Reduced aisle width  is insignificant and will not reduce evacuation time.
