Conditions: Sprinkling system will not be provided in a Phosphorus Removal Building. Phosphorus  Removal Building stores Aluminum Sulfate, a corrosive liquid per DOTn 49 CFR Part 173.137,  which is used by the wastewater treatment facility. Since amount of stored quantity exceeds  the maximum allowable quantity of material posing a hazard, building is classified with an H- 4 Occupancy.

2= Applicant will undertake alternative actions in lieu of compliance with the rule to  ensure that granting of the variance will not be adverse to public health, safety, or  welfare.  Explain why alternative actions would be adequate (be specific).
Facts: 1. Aluminum Sulfate is not a flammable or combustible liquid. The building is classified as a H- 4 occupancy because Aluminum Sulfate is listed as a corrosive.
2. The building is normally not occupied and can only be occupied by authorized personal  who have been trained for this type of hazard.  Building houses 1 aluminum sulfate storage  tank with feed pumps.
3. The building is constructed with noncombustible materials and is equipped with a fire  extinguisher at each exit.
4. Secondary containment is provided for the tank.
5. The room will not be used to store combustible materials.
DEMONSTRATION OF UNDUE HARDSHIP OR HISTORICALLY SIGNIFICANT STRUCTURE:
Imposition of the rule would result in an undue hardship (unusual difficulty)  because of physical limitations of the construction site or its utility services.

Facts: The hardship is the cost of installing and maintaining an automatic sprinkler protection in a  building without a fire hazard. In this case, the sprinkler system would not add any benefit to  safety.
