The project is a renovation of an existing 2.5 story apartment building. Part of the renovation is the add A/C and condensing units will be located on the roof. The code requires permanent roof access when equipment is located on the roof. There is a roof access hatch but due to the size of the existing landing, there is not roof to provide a fixed ladder.
