Conditions: An existing stair connecting four (4) floor stories + basement between Buildings M11 and M12 in the Lilly Corporate Center northwest quad group of buildings will be upgraded to comply  with current code for enclosure, discharge, and other aspects.  Existing low voltage paging  system distribution wiring will remain in the stair, including penetrations of the enclosure  walls.  The IBC prohibits utility penetrations of stair enclosures for systems not directly  serving the stairway. 

The Northwest Quad group of buildings located on the Lilly Corporate Center campus were  constructed beginning in the early 1900's up through the 1970's.  Buildings 11 and 12 are  among the original group constructed between 1901 and 1913.  An evaluation of the NW Quad in 2014 resulted in a number of variances requested and approved to remedy a number of  code issues that had developed since the original construction.  One of the remedies  involved a multi-year plan to re-work and/or construct exit stairs and exit passageways in a  number of locations to correct egress travel distance and stair discharge anomalies that  were created by a group of projects occurring in the 1980's.  The present project is the 3rd  of five (5) such projects.  
DEMONSTRATION THAT PUBLIC HEALTH, SAFETY, AND WELFARE ARE PROTECTED:

2= Applicant will undertake alternative actions in lieu of compliance with the rule to  ensure that granting of the variance will not be adverse to public health, safety, or  welfare.  Explain why alternative actions would be adequate (be specific).
Facts: 1.    The low voltage wiring will be enclosed in conduit and the penetrations will be firestopped where penetrating the stair enclosure walls.
2. The stair and associated exit passageway is being constructed to satisfy a condition for  approval of the following two (2) variances: 15-01-17a,b - which will significantly reduce  existing egress travel distance and improve exit discharge conditions.  The stair in question  currently does not discharge to the exterior and is not fully enclosed with fire-rated  construction.
3. The stair construction will be of noncombustible to replace existing wood-constructed  stairs.
4. All doors into the stair will be 90-minute fire-rated assemblies.
5. The building is protected throughout with an automatic sprinkler system.
6. Based upon the significant improvement of existing egress conditions by the proposed  project, retaining existing low voltage wiring penetrations of the enclosure will not be adverse  to safety.
DEMONSTRATION OF UNDUE HARDSHIP OR HISTORICALLY SIGNIFICANT STRUCTURE:
