Conditions: The 2nd accessible means of egress from the grade-level cafe tenant space will be  achieved by use of an interior area of rescue assistance.  The IBC recognizes the use an  exterior area of rescue assistance to provide an accessible means of egress, but not an  interior one.
The tenant space will have approximately 3,040 sq ft of area.  The building is a newly  constructed 6-story hotel, which includes open parking garage on a portion of the 1st floor  and the entire 2nd floor, as well as various amenity, meeting and food/drink service functions on the 1st floor.

Facts: 1.  A wheelchair space will be provided in the vestibule leading to one (1) of the two (2)  exterior exits from the tenant space.
2.  The vestibule will be separated from the 1st floor with a combination of 1-hour wall  construction and sprinkler-protected storefront glazing (door and sidelight).  Sprinklers will be provided on the cafe side 6 feet on center along the storefront at the ceiling level, positioned  within 12 inches horizontally of the entry.
3.  The 2nd means of egress is an accessible exterior exit.
4.  Sec. 1007.7 permits an exterior area of rescue assistance (wheelchair space in a  protected area outside the exterior door).  The proposed scheme will meet the intent of the  code based upon provision of a protected area, and visibility of the vestibule from the street by way of large exterior windows.

Facts: Exterior grade along the building falls significantly from south to north (approximately 35  inches), necessitating stairs at this end of the building to access grade.  Based upon  placement of the building immediately on public right of way, there isn't sufficient area to  provide exterior stairs and an exterior area of rescue assistance.
