Cutting in a third door and, after completion of the project removing the door, and refilling the block for the wall of building would cost over $5000, which money could/would be better spent on permanent aspects of the project. There will be no activities within the structure other than school lunches and Physical Education classes while the variance is in effect. The occupancy load will be lowered to 100 until September of 2018, or when building is completed, whichever is sooner.
