Facts: Existing structure is predominately and inordinately fire resistant ( almost entirely masonry)  Interior finishes have been selected for fire resistance.

The existing project is highlighting the historic value of said structure, has already incurred  many cost overruns, and the price of increasing the incoming water supply could be the  tipping point in a succeed or fail scenario.
