Conditions: Existing normal power electrical connection is not considered reliable. Serviced from a  breaker on the building entrance switchgear with another main breaker in front of the fire  pump breaker.
DEMONSTRATION THAT PUBLIC HEALTH, SAFETY, AND WELFARE ARE PROTECTED:

2= Applicant will undertake alternative actions in lieu of compliance with the rule to  ensure that granting of the variance will not be adverse to public health, safety, or  welfare.  Explain why alternative actions would be adequate (be specific).
Facts: WE are proposing to replace the fire pump and controller/ATS with this project, and make the  change to the electrical service for the North building fire pump when the 480V switchgear is  replaced. The new ATS will provide a more reliable service for normal and emergency power  than currently exists today. 
DEMONSTRATION OF UNDUE HARDSHIP OR HISTORICALLY SIGNIFICANT STRUCTURE:
Imposition of the rule would result in an undue hardship (unusual difficulty)  because of physical limitations of the construction site or its utility services.
 
Imposition of the rule would result in an undue hardship (unusual difficulty)  because of major operational problems in the use of the building or structure.

  Imposition of the rule would result in an undue hardship (unusual difficulty)  because of excessive costs of additional or altered construction elements.
Imposition of the rule would prevent the preservation of an  architecturally or a historically significant part of the building or structure
 
Facts: A complete electrical outage to the north building will be necessary to complete both projects, and will be in the best interests of the state to complete this construction activity at one time.  We anticipate there will be a 2 year time delay between the fire pump replacement project and  the 480V switchgear project.
