Facts: The set of doors on the south wall are not part of an ordinary entrance as defined by the 2010  IECC. The IECC defines a building entrance as follows:

building entrance: any doorway, set of doors, turnstile, vestibule, or other form of portal that is  ordinarily used to gain access to the building by its users and occupants.

These doors access a patio which is not accessible from the parking lot. It is not an ordinary  entrance. Section 5.3.4.4. provides for exception. Exception b. reads as follows:

b. Doors not intended to be used as a building entrance.

These doors do not provide an ordinary entrance to the facility and are only used  sporadically during events.

Facts: Project was budgeted and constructed per the plans provided. It is now being required to add a vestibule after the fact on doors that are not required to have a vestibule. There are events  already planned and a cost of over $8,800 would be required to add the vestibule which was  not budgeted prior to this requirement. No notice for the vestibule was provided.
