Conditions: Sprinklers will not be provided in the chemical storage and treatment building which is  classified as H-2 (Activated carbon is a weakly explosive combustible dust. See attached  data sheet for additional information), H-3 (Oxidizers), H-4 (Corrosives)occupancies and F-2 (Water Treatment and Building Support areas).

Facts: 1. The materials stored with the exception of the activated carbon are noncombustible. There  are no other building or storage area contents
that constitute a fire hazard. Water from an automatic sprinkler system is not the  recommended fire suppression for any of these chemicals and several are reactive with  water.

2. This building is separate from other building and is not occupied
for any purpose other than monitoring, training or maintenance of equipment.

3. The carbon room building has a direct exit to the exterior and is separated from other  occupancies per table 508.4 (sprinklered occupancies) as shown on the attached plan.

4. A one hour rated corridor will be provided.

Facts: The building is constructed of non-combustible construction and has no combustible  contents other than tanks and pumping equipment. Chemicals stored are hazardous  (oxidizers and corrosives) but not flammable or combustible.  The carbon has been  classified as a weakly explosive combustible dust and recommended practices are in place  to mitigate that hazard. The hardship is the cost of installing and maintaining an automatic  sprinkler protection in a room without a fire hazard, which in turn creates additional safety  hazards. In this case, the sprinkler system would not add any benefit to

The chemical storage rooms are normally unoccupied except for limited periods for  inspection testing and maintenance and normally that will occur with only one or two persons. Occasionally training or tank replacement may require more than three persons in the room.  

The materials in the room are oxidizers and corrosives but are not flammable or combustible.
