Sec. 901.6 2014 Edition IFC 675 IAC 22-2.5 
Fire detection, alarm, and extinguishing systems, mechanical smoke exhaust systems, and smoke and heat vents shall be maintained in an operative condition at all times, and shall be replaced or repaired where defective. Nonrequired fire protection systems and equipment shall be inspected, tested and maintained or removed. 
The owner/operator of the facility needs to provide documentation showing that the photo smoke detectors that cannot be tested, have been repaired/or replaced.

Sec. 907.8.4 2014 Edition IFC 675 IAC 22-2.5 
To verify that each smoke detector is within its listed and marked sensitivity range, it shall be tested using one of the following methods: 1. A calibrated test method; 2. The manufacturer?s calibrated sensitivity test instrument; 3. Listed control equipment arranged for the purpose; 4. A smoke detector/control unit arrangement whereby the detector causes a signal at the control unit where the detector?s sensitivity is outside its acceptable sensitivity range; or 5. Another calibrated sensitivity test method acceptable to the fire code official. Detectors found to have a sensitivity outside the listed and marked sensitivity range shall be cleaned and recalibrated or replaced. Exceptions: 1. Detectors listed as field adjustable shall be permitted to be either adjusted within the listed and marked sensitivity range and cleaned and recalibrated or they shall be replaced. 2. This requirement shall not apply to single-station smoke alarms. 
The owner/operator of the facility needs to provided documentation showing that the photo smoke detectors that are to old and cannot be tested, have been replaced.
